    the second pic in the middle it says " State "

    its a Soviet Union Russian 250 Rouble note, the swastika was a symbol of a different meaning before hitler took it up, the Two headed eagle was a symbol of Russia

    Surely not. That is a money of provisional Government which was formed by Alexander Kerensky. The swastika is just the part of design
    An eagle with 2 heads is positionned at these Kernskyroubles, similar to the Czar-eagle, apart from the fact that the scutcheon and crown were taken away in the design.

    not occupation money. the date is 1917, a year after the revolution. the Nazi party won't be created for another 4-5 years
