An unknown pre-Third Reich Prussian police document with two dates, (May 8th, 1908, and January 6th, 1933). I have no idea what it is.

Hello, it is a certificate of Prussian state citizenship issued to driver Peter Münz, born May 8, 1908, resident in Cologne-Mülheim [Köln-Mülheim], Stöckerstrasse 18. The certificate was issued on January 6, 1933, and was valid for inland use only.
I see, thanks for the info! Is the purple stamp a police stamp?
You are right. The purple stamp is for "Polizeipräsident" (Chief of police) and the grey one for "Regierungspräsident" (head of goverment), both in Cologne.
Excellent, thank you!
