I don't know about the signature as Rommel's has been very heavily targetted by the fakers and some are now exceptionally good copies, but it isn't an award citation. It might of started out as one but now it is just a slip of paper with a signature on it. And I think it is a bit strange that the seller is selling it for just 105 Euros and no-one is touching it. And I can't figure out what the two lines are on either side of the stamp - has the stamp been cut from something and stuck onto the paper?
Good catch on the stamp, I think this maybe something I'll just leave alone.

A Rommel signature for 105 Euros is too good to be true. I wouldn't touch this one
