Not very sure
I'm not french, but this is what I can make out from my limited knowledge of the languageby huddyhuddy
"Général de France (aux Etats-Unis?) pour aller en France par (le Harre?) sur la navire americain le Burgundy Capitaine Watten.
(Neu zos?? 2) le 23 novembre 1841
le cousul? Général de France"
Translated, would be:
General of France (this seems to be his greeting of sorts?)
to the US, to go to Frence by the ship Captain Burgundy Watten. November 23 1841, General of France.
Le Havre was a commonly used port in the north of France. NH
