I'm not french, but this is what I can make out from my limited knowledge of the language
"Général de France (aux Etats-Unis?) pour aller en France par (le Harre?) sur la navire americain le Burgundy Capitaine Watten.
(Neu zos?? 2) le 23 novembre 1841
le cousul? Général de France"
Translated, would be:
General of France (this seems to be his greeting of sorts?)
to the US, to go to Frence by the ship Captain Burgundy Watten. November 23 1841, General of France.
Le Havre was a commonly used port in the north of France. NH
Thank you all very much!
I give it a go: French General from the United States to go in France via le Havre in the American warship the Burgundy, under the command of Captain Wattou
New York, the 23rd November 1841
Sir..., General Cónsul of France

The second is tough: Dupar Pólice Inspector authorise?? to obtain a provisional pass
Le Havre, 14th December 1841
