It is a public appeal issued by Constantin Freiherr von Neurath, asking for donations to the German Red Cross. Von Neurath was the German Foreign Minister 1932-38 and at the time of this announcement, 1940, he was Reich Protector of Bohemia and Moravia.

Call of the Reich Protector in Bohemia and Moravia for war aid for the “German Red Cross”

The Reich Protector in Bohemia and Moravia issued the following call:
To the people of the Protectorate of Bohemia and Moravia!

The German soldier enthusiastically risks life and limb in the fight for the rights to life in the Greater German Empire and thus also in the Protectorate of Bohemia and Moravia. His commitment imposes a duty on the population at home to do the same as far as possible in terms of ability. The least that can be expected is the help in healing the soldiers wounded or sick on the fronts by the support of the “German Red Cross," which is responsible for this great task.
The leader of the Greater German Reich has called for donations for the war aid of the “German Red Cross”. I expect that the entire population in the Protectorate of Bohemia and Moravia will also uphold its reputation and through the richest gifts will prove that they are aware of their duties towards the fighting German soldiers.
