It is radio related (Short wave) for sure, the application is unknown to me.. Try to translate the words using translator for a better understanding, Deutsche Kurzwellen= German Shortwave.. G

It is known as a QSL card - which is a record of a contact established with a fellow radio amateur. The receiving station would also send a card which records the power used, strength of received signal, level of noise, and so on. I am a radio amateur myself, although I no longer bother with QSL cards. Card sent from D4BLC to D4BDR... my own callsign is M0CRN.
Cheers,
Steve
Edit... here are some of my old QSL cards for comparison. Click on image to enlarge.

Thank you, Harry.
Is this year in right corner? 1934?
I would think that to be highly likely.
