All I can say due to the small size is an Heer Officer.

That is way to small to be able to tell even with it enlarged because the details that we would need to see well(shoulderboards, chin strap) are too far away from the photographer, though I'd just wager that he was an Officer. Does it say anything on the back?

Dancingfox: A high definition scan into your PC would probably work very well, or if your camera has a macro feature, you could get a usable full-frame photo of the photo. The latter might take some jury-rigging to work, if you don't have access to a photo copy stand, but it's doable. (if such a word actually exists). Good luck. Dwight
