It's actually a picture of my Grandfather.
I would ask him myself, but he has passed away.

Many thanks for your post, I sincerely hope that you do not mind me taking the liberty to rotate your photograph of your Grandfather.
From the photograph you can see that he was a Private no rank insignia on the Rogatywka cap band, he is also wearing the National Sports Badge this was awarded in 3 grades Gold, Silver and Bronze.
