Very ugly fantasy piece. The person probably combined an old candle stick with a mop to decorate the top.

I was curious as it looked to be a bit of a dogs dinner ..... but stripping all the "extra's" back, there is a period helmet of some type and some nation under there.
... possibly a British or French 19th Century piece that has been butchered ??
