I can only add a few comments, First, it is not unusual to see an unmarked RAD officers buckle, the rules set forth a guideline that all RAD buckles were to be marked with the Makers Mark and year of manufacture, some heeded this while others did not, second, the configuration of the specimen you have shown is odd at best IMO, and here is why, you can see in the photos provided that ( your example ) is non conforming.

In my opinion, not. Instead, a current generation fake that has been artificially aged and distressed in an attempt to deceive. Complete with the oddly placed and fixed belt size adjustment device which has distinctive claws, sometimes associated with this fake.
