Hardly Ben, Beschaffungsstelle I translated as purchasing service.
It appears to me as an acceptance token, Beschaffungsamt . On certain belts and other Arbeitsdienst items not privately purchased but supplied to Bekleidungskammer ( a lager warehouse of supplies, uniforms, belts, feldmutze ) or similar you may see R.A.D. B.A. and then a prefix like Bn for Berlin or Fu for Furth etc; from where it was accepted and then sent to be issued to new recruits.. Also, The RAD had a policy of what you were given to use in your tenure was given back upon end of service, except for privately purchased items Just my opinion.. G

I haven’t come across anything like this but I recall the book German War Booty has a Heer buckle with a tag. A guy I know bought a SS wool armband with a prototype tag and it had the three loops in the cord just like yours. It also had an Wax stamped with a early SS seal.
