Hi Jonny, welcome to the forum!
My advice is basically do nothing to it other than brush off any loose rust flakes.

That really is a relic helmet, you will have to take your time
cleaning it or do more damage. As Ade says take off the surplus
rust first, you will find it will drop rust for ever in that condition.
Also check the restoration forum it is a mine of info,
If i get a helmet in that condition i never use a wire brush, you can end up with more holes than you can count it looks like a helmet that has to be picked at but only pick the pieces that come off
easy if they are stuck leave them. Brush it with a good brush and
if the shale keeps dropping use a matt varnish on it.
you wont see the varnish at all, but it will stop anything dropping in the future.
