Is this zinc pest or just a frosted finish?

Can any of you tell me if this looks like zinc pest or is this just a natural frosted finish?

I don't believe it's zinc pest just a speckled effect that occurs on some frosted finishes. I have a few skulls with that rough look to them. I like the look of that Infantry badge the way it is.
