The SHD = Sicherheits- und Hilfsdienst
Their uniform-regulation was for the SHD I. Ordnung, as well
as for the Luftschutz-Warndienst (LSD). They were created
at the outbreak of the war and served as an agency to assist
the population in self-protection (Selbstschutz as well as
    the erweiterten Selbstschutz.

    Their uniform-regulation (L.Dv 788) was published A ugust
1, 1941. The buckle was described at page 41. Their creation
started already at the end of 1939 on order of the Luftwaffe High-
Command. Things were arranged in correspondence (letters
    ZL 1b. Nr. 5215/39 g III; ZL 1a. Nr. 5238/39 g and ZL/1a 5994/39 g).
With orders from March 31, 1942 the SHD I. Ordnung was to be
    incorporated within the Polizei-Reserve ( Az a 10/Nr. 01536/42 g.
    Ia LS).

The Reichsluftschutzbund in fact were the authorities (management),
    so to speak.

By the way: I did use the avatar years ago (2013) as one of my Christmas-cards.
A special for TR-collectors. I had seen this image in 2012.
