Thanks for getting back. Do you think this is an authentic piece from WW1? They state that it’s to hold a plume in a cap from that era.
As it’s not Russian do you have any idea on the correct price? As it’s being sold for £125 but under the listing of imperial Russian WW1 era.

Well I do not know if I can help you with your questions.
Effectively it looks like an artifact to hold the feather of a hat. I do not know if it will be from the time of the IWW and I am not familiar with the prices of those objects. In any case it is not the forum's policy to make evaluations but, personally, I think that 125 pounds is a very high price.
