D.R.G.M Hand Heater ? Stove? Need help

Does anyone know exactly what this is? I’m told either a pocket hand warmer, stove, medical steriliser (now ruled out) - very hard to find on line which leads me to believe not standard issue - perhaps officer ? D.R.G.M stamped.

Apparently it is a Barbour’s scissor / tong heater used in barber shops and on the field
I suppose you could use it to warm hands as many think n to make a cuppa tea maybe lol
Yet it’s main use is for barbers
