Some kind of ID Badge?

Hello guys,
i have found this "something" in the garden in central Bohemia. I have no idea, what it can be. Maybe some kind of id badge or just fantasy item? I would be happy for any information.

Not seen one before it appears to be some kind of personal ID tag for a member of the instructional staff at Truppenübungsplatz der Waffen-SS "Böhmen".

I agree with you , its look like that , but i cant get any other information.I tried to ask several people, for example mr. Helmut Weitze, but they never saw it.. :/
