It's not even close (the center) but the background shape and color mimics a Feldherrnhalle decal. And the brown helmet color is trying to be SA.
Not sure what they were trying to copy or if they were just creating a complete fantasy design.

I've never seen one of these in person but it is an SA guards helmet. See page 194-195 of Ken N's helmet decal book.

There is also decal very similar to this in Ludwig Baers book (on a Austrian m16) could be quiet rare if original.
