It looks like a good aluminum example. The theory about the holes to attach to a cap seem logical but who knows if it was really period done. here are the pics from the website for more scrutiny

These skulls are not necessarily for SS, they were used from Imperial era, Weimar Republic through TR. But yes similar examples can be found on some SS caps and Kepi's.
