There were several manufacturers for SS cap insignia. Deschler, Zimmerman, Overhoff and Assman were among the most common makers of the skulls. As for the eagles the list is even longer. They were usually randomly paired together
Not to detract from the original topic...but just an observation...I have taken notice that the pips on Wolfes collar tabs are quite tiny compared to the standard size we see on other SS higher rank officers as seen in Heydrichs photo...why is that ?

Hard to see the exact TK's on the caps but the former chicken farmer HH is sporting a nice Deschler an RH is sporting a Nice Overhoff on his gray cap. All the rest look like Deschlers, not a Zimmermann in the bunch

Larry I believe they are the acorns looking like pips, and not actually rank pips.

Probably not, I would imagine that whoever tailored their uniforms/caps would have added their personal choice of insignia, bearing in mind they handled these items on a day to day basis.
