Looks like NSKOV (NS Kriegsopfer e.V.) stamp but hard to tell, if you search for their insignia it should be a sword surrounded by laurel leaves with an Iron cross in the center with a swastika. I think it is that as I can make out the first part. Yes they did stamp arm bands perhaps to lend authority or demostrate ownership. For example a medic red cross armband was stamped to show the wearer was entitled to protection of the Geneva convention. I have party armbands that are stamped to show which locality they belong etc...

There is no doubt that the armband is real.
I have serious doubts about any stamp that is outside not inside. Although the stamp has the right sort of font, and look.
I have no concerns over the armband or the stamp and it's location.
