The order about the introduction for the SA and SS chevron.
For the SA the chevron disappeared when the long servce stripes were introduced,
announced October 15, 1934 (published Verordnungsblatt der Obersten SA-
Führung nr. 37, page 2).
The old SA chevron was then worn by the NSKK until a new version came into
being. For the SS the wearing remained.
My extensive articles about the SA-chevron were published in 1995 for the German
"Militaria"-magazine in April, respectively May-June and in the US-magazine
"Military Advisor" nr.4 from fall 1995. Lots of information and many, many
photographs were included in the articles.

For the benefit of the non-German speaking members, let me add the translation of this OSAF order:
"Munich, 3rd February 1934
Order
SA officers and -men who had joined the SA during the period from 1st Jan. 1923 to 31st Dec. 1932 and who furthermore have been with the SA uninterruptedly since at least 1st Jan. 1933 wear on their right upper arm a chevron of 1-centimeter-wide gold braid interwoven with red. (The braid for SS officers and -men is of the same style, but silver interwoven with black.)
All those SA officers and -men who had first joined the SA after 31st Dec. 32 as well as SA candidates do not receive this badge.
The chevron is to be worn on the brownshirt, service tunic and greatcoat. The chevron's open side faces upwards.
Authorization for wearing this chevron is to be noted in the membership book by the immedate superior officer.
So as to assure a uniform appearance and appropriate quality, the braid is to be obtained from the Reichszeugmeisterei and its retail outlets only, starting 20th February 1934.

Regulations were later expanded and specified. Summarizing and replacing all previous individual regulations, an RFSS order published in the SS-Befehlsblatt of 25th April 1936 authorized wear of the chevron for the following persons:
"1. SS members who had joined the SS prior to 30th January 1933.
2. SS members who had already been members of the NSDAP or one of its organisations and affiliate associations as listed below prior to 30th January 1933:
SA,
HJ and DJ,
NS-Deutscher Studentenbund
NS-Arbeitsdienst (Reichsverband der Arbeitsdienstvereine)
NS-Ärztebund
NS-Juristenbund
NS-Lehrerbund
NS-Kriegsopferversorgung
NS-Betriebszellenorganisation
NS-Hago (Kampfbund des gewerblichen Mittelstandes)
3. SS members who had been members of the 'Stahlhelm, Bund der Frontsoldaten' prior to 30th January 1933
4. SS members who had been members of the 'Deutsche Wehr' prior to 30th January 1933."
Cases under no. 2 through 4 required proof of membership in the listed organisations and an immediate transfer to the SS (or, where applicable, parallel membership).
After the annexation of Austria in 1938, another modification took place. Eligibility for the honor chevron was now extended to:
1. All SS members holding citizenship of the former country of Austria who had already been members of the SS or who had applied for SS membership in Austria up until 12th February 1938 (The Schuschnigg/Hitler meeting at Berchtesgaden).
2. All SS members able to prove membership in the NSDAP, its organisations and affiliate associations in Austria up until 12th February 1938 prior to their transfer to the SS.
As far as I know, similiar modifications were made after the Sudetenland and Memelland annexations, but I have no data on this.
