Normally they do, but I've seen genuine ones without that. Apparently, their origin and purpose is still unknown.

Thanks, Sid! Do you think the tag is original? The seller is offering it along with a fake Mutterkreuz, so I felt a bit dubious about the tag.

Ok, thanks! The condition is a bit rough, but the seller is only asking $75, so I'm thinking about taking a look at it.

I have one of these ss armbands with out the black border, the construction, tag, material, and stitching looks exactly the same as this one.
there was a thread discussing these a few years back and as you stated the origins and purpose are still unknown.

I've read two theories: one says that they were meant for personnel working with or for the SS, and the other that they were meant for wear on the SS greatcoat. There are plenty of SS greatcoats with the regular striped armband, though, so I don't know whether or not the last theory has any merit.
