I cannot confirm this with absolute certainty, but I wouldn't be surprised if he was.
He was promoted to SS-Gruppenführer (equivalent to a Generalmajor) on 18 Dec. 1931 and to SS-Obergruppenführer (equivalent to General) on 1 July 1934.
When established in March 1933, the original SS-Stabswache Berlin was made up of a mere 117 men. Of course, it was rapidly expanded and grew into the eventual Leibstandarte, but this was still only a motorized infantry regiment at the outbreak of war.
But then again, since July 1932, Dietrich had also been the Commander of a succession of three different SS-Gruppen/SS-Oberabschnitte in addition to his other assignments. For example, he was the Commander of SS-Gruppe/SS-Oberabschnitt) "Ost" (later designated "Spree") from Nov. 1933 right up to the end of the war. (Although, of course, his actual duties in this post were performed by his standing deputies while he held Waffen-SS commands.)
