    at the risk of being a cynic, the shoulder board and the Sternchen do not strike me as organic to this piece, either....not a black SS uniform.

    It looks like the SS EM/NCO group shoulder cord to me with something else on it. As far as I know, Feuerwehr used shoulder cords with red base in the Nazi era.
