Obersturmbannfuhrer[?] collar tab, with eagle?

I have come across this collar tab that I can't seem to pin down. There is a partner SS tab (not pictured).

Is this a variant of an Obersturmbannfuhrer collar tab? Or is it something entirely different given the eagle instead of the double bars of an Ostubaf collar tab?

It's a political NSDAP Kreis-level Gemeinschaftsleiter collar tab. Nothing related to the SS.

I do not have additional photos at the moment. It actually belongs to a neighbor who asked for help in finding out more about items his father brought back from the war.
