Friedrich, I assume this happened only once in the world history with such an overwhelming how bureaucratic and intrusive work as they did. I am always new impressed with this effort with out having any Computers technology. All hand written, type writer, copy's and a good head for the structure.
By definition, National Socialism was a totalitarian ideology with like praxis in daily life. The regime gained ever more control of the civilian economy for reasons of ideology, of which this little bit is an outstanding part. Also, these systems were labor intensive by the standards of today, with a bureaucracy as a labor creation method decried by libertarians then and now. After all, as a Bavarian consider the size of the RZM building in its later form.
There existed antecedents to the RZM in the Zeugmeisterei of the old armies. Same is described on the Bavarian State Library website, in fact, which is quite informative. But the Wittelsbachs, Wettiner, and Hohenzollern (and surely the Habsburg) used privilege to grant contracts as a means of social control to some degree, but not to the totalitarian means and ends of the NSDAP with this system. The system was also part of the political spoils, the desire to "Aryanize" a branch of crafts and industry with military potential and reward those the regime favored. And, of course, to steal brazenly and otherwise ostracize and disenfranchise those whom the Nazis saw as enemies of the race and nation. Overall, a depressing story.
But if this firm is still in business, which I somehow doubt, they will not be pleasantly surprised to find this relic.

All of this is more argument in favor of reading German, since the devil is in the detail with these things.
