the (a) appears bigger but im still not sure I have no experience in this field
i tried to compare it to others i could not find any

It's ss Croatian freiwillen or volunteer, I believe..I dont know if the Ustasha units used it or not
Here are some reference pics.
The first image is of a Croation Officer who is an official member of the SS and is an ethnic German, you can tell by the SS patch next to his wound badge, IMO. SS Div. Handshar

Im not completely sure, but I thought these were only SS volunteer patches. I have an SS aserbaidschan volunteer sleeve patch.
It's the Wehrmacht version of the Croation volunteer shield as worn by Inf Div 369, or Croats in the Luftwaffe etc.
