one thing about a this cover is that it is easier to see the construction of the cap and understand better what the clothier did to make it.
Seering that skull jumping off the insignia below may have a reason as to why this was done, and more so in the fact of unit insignia.
With all the rich history behind the insignia also had a lot of individual wear for that flair of dress.
Another aspect of it that to understand if this was indeed 1 individual or perhpas a squad or platoon with like attachments.
What is the red resin under the skull? Is it hard or brittle? Perhaps a wax?

The piece of red wool cloth as underlayer is used. That is a kind of fashion, due of not first time seen by me
