Use of SD blank cuff titles in late war

It’s well understood the SD blank cuff was for those attached to an Sd district or sub district, but I’ve heard repeatedly that these cuff titles were not common in late war period. Why is this, if this is true?

Were these cuff titles only used domestically , and not on anyone in occupied territories?

And as an additional question, I’ve heard people here say the SD Hauptmant cuff title was worn with the SD Raute together, but I’ve also read here and there that those 2 never went together.
