I have seen a couple of examples of camos with blue panels and while these were believed to be period applied originals, they appear to be quite scarce and a different blue to the one on your shell. The theory put up was that perhaps these were even painted for a particular battleground that consisted of the ruins of a town with a bluish colour to the brickwork.
Unfortunately your example is a post war re-paint over an original M16 shell. The interior paint however is original.

Then this one will be sold as a original M16 shell with post-war paint.

Someone has made a determined effort to "age" the paint with scuffing marks but no sign of paint cracks, fading, discoloration or genuine chips and a colour brightness that looks like it was painted very recently. Might make a good display piece though.
