otherwise the paintwork looks not original, this helmet can it be original?

The M34 helmet should be used
Fire extinguishing/fire protection police = professional fire brigades, which were then subordinate to the police or to the volunteer fire brigade, which remained in the blue uniforms and under the care/jurisdiction of the municipality/town.
The helmets were the same, with differences over the years (1934-45)
with aluminum crest (brick breaker) and different helmet decals (national b/w/r and at the beginning "large HK", then police eagle, national "red coat of arms with HK" and then also without.
The model from 1940 like yours shown, without the caterpillar (comb), first the holes closed with rivets, there are also models without the holes for the comb (brick breaker).
80 € seems (too) a lot of money for the bell without the manufacturer, liners and decals.
