You should post some decal close-ups.

To my eye some of the scratching around the eagle decal looks a little suspicious or am I being too critical?

The 'eagle decal' , going by the pic seems very 'flat' in appearance, not silvery ?

To us it lookes like the helmet was painted and later somebody tried to clean it what explaines all the scratches on the helmet. But which off the "some scratches" you refer to ?

I think Paul means the "pulver" which is the metallic powder used in making the decals

The decals (and the helmet as you note) has been scrubbed from the removal of a coat of paint. This in turn has rubbed down the decals, thereby removing most of the pulver and therefore the silvery appearance.

I agree with Michael , a serious post war cleaning or top paint removal has been done here. The Heer eagle looks very odd and flat. And the tricolor also looks unnatural. I hope it was not too expensive.
