I agree with Ralph. It’s a poor-quality cast copy. It should be a two-piece ring with a seam between the skull and the shank clearly visible. This thing is cast as a single piece.

However, I have a follow-up question. When did these fakes start to be made? Because I'm quite certain that the ring is at least 40 years old, probably more.

Fake Third Reich stuff, including rings, has been around for a lot longer than 40 years. I think there was a peak of production, largely in Eastern Europe, in the seventies but the fakers were probably at work before then, when it became clear that anything 'Nazi' appealed to a lot of collectors, especially anything 'SS'.
The vast bulk of what we see nowadays here and on other ring fora is either poor copies, sometimes very good (dangerously good) copies, and complete fantasy rings that are not based on any pattern that existed in the Third Reich. There are even copies of fantasy rings because the fakers don‘t even know that they're fantasy rings!
