Yup, its a Osaviahim badge
The Osaviahim were the Soviet civil defense in the 1920s-1940s. They were trained to use anti gas equipment, weapons and other civil defense practices. By the way heres a poster for them from the 1930s, depecting two soldiers and one of them is wearing an Sh-1 gas mask. Raul
