I was wondering is this World War 2 era Soviet Cocarde? If so what hat was it used in?

It doesn't look WW2, most probable it is Cold War or later.

IMO, it is the pattern of 1947 for soldier's/officer's visor caps and winter headgear - manufactured until the early 50s.
