it is not a German Navy buckle. I have a book at home that shows navy uniforms from around the world. I’ll see if I can find it.
No crown like most of the Royal Navies (UK, BE, NL, SP, It, Gr, Dan, Nor, Swe, Por, ...)
So it could be civilian merchant navy.

The center of this French Empire officers buckle is very similar. Could not find much else.

I believe that your buckle is from an Officer of the French Navy.
Probably from the 1800's.
I believe the initials T. W. & W. stands for ... Trelon, Weldon, & Weil • Paris.
They were in business from 1814 - 1904, and are known suppliers of buttons, badges and buckles to the French Military.
This company was renamed Coinderoux in 1904
