Stamp says 'D.K.G.' which means 'Dienst Kwartiermeester Generaal' ('Quartermaster Department') which was in use in the Dutch army between 1945 and 1950. The blouse is most likely made in this time frame in The Netherlands, so early post-war P37 model.
