A rather strange uniform and insigna ensemble. I would think School Cadets is warm, with an outside chance as a Hotel Bellboy.
I agree, not Army or even military to my mind. I see why you think that he may be a major because of the crown on his collar but that is not the case. Also, remember that a single crown of that pattern is used to indicate a Warrant Officer rank on millitary uniforms of British and Commonwealth forces.
The single crown also indicates the rank of Superintendent in civilian police forces but this is not a police uniform either.
My bet is on some civilian organisation or a civic ceremonial function but the cap badge doesn't really fit that idea.
