Looks like Czech or something similar. Not Russian.

Interesting shoulder boards of a major of the NKVD Legal Service. I think these shoulder boards may be early post-war. They may have been manufactured in the GDR as part of reparations to the Soviet Union.
There was also a shortage of fabric after the war. It was not uncommon for old Wehrmacht supplies to be used to produce Soviet uniforms. I have seen examples of this.
The text on the back of the shoulder board seems German to me; “1942 dringend (1942 urgent)".
