Straps is late of 40's beginning the 50's NKVD-MGB, but the cap is Airforce visorhat

I may also say that the boards might be Air Force Technical or Administration judging from the Azure blue colour (but perhaps they are faded? ) of the edgings and the stripes.
The cap, as Dim has written is Air Force - all soldiers (EM) and/or Technical/Admin (in other words - non-flight) NCOs & officers.

I believe that the MVD [NKVD} coulld really be classed as para-military, the MVD sometimes wore an arm badge of a Roman sword with floral decoration on both sleeves. the piping and centre strip on the shoulder boards was always blue and didn't change according to the arm of service of the wearer.
I believe that the MGB had no specific uniform and appeared to be allowed to wear any uniform of choice, most seemed to prefer the Soviet Air Force uniform.
The arm badge with sword was worn by the members of the state security-GUGB-which was part of the NKVD/MVD but was not worn by the other branch of the MVD/NKVD the VV-Interior Army-

Three years later; perhaps the price on that attractive Air Force cap has become reasonable - Even the 50X stuff is a hard find in our present days.
