I agree that the medal is theater made (In Country made).
I have attached images of an original Vietnamese made Gallantry Cross with correct ribbon as well as correct pin device. The pins are typical of French influence in the region and after the fall of the French in the region the locals continued to manufacture and make the ribbons based on the techniques used by their previous occupiers. I have a few of these medals with the typical French (European double pin style) attachment method to include this decoration and the Vietnam Campaign Medal as well.
The ribbon on this particular medal looks similar to the German War Merit Cross and the pin device also looks similar to German ribbon attaching pins. I am not sure why this ribbon is with this medal, it is interesting.
