    There were:
    a) Roter Jungsturm, the youth section of the Roter Frontkämpferbund later renamed into Rote Jungfront
    b) Jungsturm Adolf Hitler, the early youth group of the Nazi Party that was later merged with the Hitler Youth
    (this is stated in the Verordnungsblatt der Reichsjugendführung-HJ from November 17, 1933).

    The buckle was for a group also named Jungsturm, founded July 28, 1927 by Leopold von Münchow. It
    was known as the blue-white-blue Union. It was a totally non political organization. If this is correct, I
    do not know. This is noted by Jürgen Bandau.
    A Jungsturm was a part from the Grossdeutscher Jugendbund, which was created March 30, 1933,
    which was a counterpoise to the HJ.

    The buckle is for von Münchow's Jungsturm e.V. (Blau-weiß-blaues Jugendkorps). The same emblem as seen in the center of the roundel was used as their membership badge. (The flag is blue-white-blue and the shield is black-white-red.)

    That group was already founded in 1897. It was originally somewhat similiar to the Boy Scouts (with much hiking and camping activities undertaken), but with a distinctly Prussian and patriotic flavor. After WWI, it became more political and militant, with stricter internal discipline and an emphasis on pre-military training. In this phase, the organisation had ties to the Stahlhelmbund and the Reichswehr. Like all other non-Nazi youth organistions, it was disbanded and absorbed by the Hitler Youth in 1933.

    So, Bandau was partly right. Not however with the year 1897.
