It's known as a Sokolov wheel mount. It seems to be missing part of the mount for the gun, and I'm not sure about that shield. I have a feeling this is the mount for some other type of machine gun, rather than the M1910 Maxim.

Not a Maxim base. In this case the wheels of the Maxim trolley are used to move a armoured shield.
Holes? If you mean the ones for the pin to hold the spring clip, they all have those unless someone has buggered with it during a deactivation or some other sort of nonsense. The shield slips over the water jacket and the spring clip is engaged to keep the shield from moving once installed.
