It's a Model 59 Yugoslavian helmet, for the rest I don't know? see link-

the insignia is Serbian Army. Yugoslav wars in the nineties.

I concur that is a M59 made for The Yugoslav Peoples Army.
But the handpainted insignia does not represent the Serbian army, that kind of handpainted Serbian cross was used by the Serbian Paramilitary units in Croatia and Bosnia, like the Bosnian Serb army or republic of serbian Krajina in Croatia. This helmet was used from 92-95
In that time Serbia was still part of the Yugoslavia (along with Montenegro and Kosovo) so the serbian regulars wore yugoslav insignia with the star in early yugoslav Wars and Later without the star, just yugoslav three color with swords.
As the examples of the insignia for the serbian Paramilitarys often it was this cross, or without 4 C, but most prominent was the serbian three color flag.

Spent 3 tours there from 92 to 95 then one in 98 and one in 2003! The sight of an M59 makes me go cold. Absolutely no innocent sides in that war!
