I'd be almost tempted to say helmet plate but i think the crown is too late for the type of helmet that had plates. I believe its the Royal Coat of Arms and therefore represents the authority of the Sovereign so could be anything official, Court of law, registrar, police or military etc. The Crown is for a male and of a type used by both George V and VI so from about 1911 to 1952.

11 years later... it's a brass design plate for a safe door, most likely.

I found one a lot like it in an abandoned building here in Australia and lost two days trying to identify it online.

It shows the Royal Arms used by Queen Victoria and also the three kings that followed her. The design itself didn't change from 1836 - 1952 so it's details won't help you pinpoint a closer date - but the makers name might if you can cross reference it to something. It's stamped there at the bottom ('Davis'?).

Certainly seems possible, but there are probably other possibilities.

    It is stamped Davis...
But to small for a safe, to me.
    Or maybe a small safe...;-)
