My Russian is ok, owing to having grown up in a communist Country and having that language in school as compulsory. Real quick
This looks like a shortcut in morse to some commands, to be more specific I think on the bottom is to correct artillery fire :
Bottom part first word is : perelet (flight)
nedolet : undershot (short round)
Ylk wprawo : right
Ylk wlwo : left
charaszo : ok
