Mystery Tam O Shanter

I recently came across this Tam and was wondering if anyone has seen one like it before? It has all the hallmarks of a First World War Tam, though it lacks the typical double diamond of other ranks and swirl of officer Tams (having no stitching pattern at all). What further throws me off is the red toorie atop the cap. Any opinions would be highly welcomed !
