Yes, it would. It is most likely a senior NCO visor, as the wool is rough and it has the EM/NCO eagle. True Officer FSP visors are rare.

A common visor, but made rare by the fact that it is a triple Erel; that it is double-vented; and is an NCO visor in Doeskin.

White-top visors for Police are rare. Rarer still is an Erel. This one is a pre-war piece for an NCO, with the uncommon ersatz sweatband. Although not a crusher, it lacks any provisions for a chinstrap:

& probably the rarest of the police caps in terms of organisation, the Waterpolice or Wasserschutzpolizei.
This one is for a senior NCO, or Wachtmeister:
